Where WebM files come from
WebM is the web's open video format. Browser screen recorders, voice notes recorded on websites and many video downloads come as WebM, with Opus or Vorbis sound.
Opus sounds good, but many phones, players and editors won't open a WebM. MP3 plays everywhere. The sound is decoded and encoded as MP3 at the bitrate you pick; 192 kbps keeps it sounding the same.

Is my file uploaded anywhere?

Is it really free?

Can I get M4A instead?
Yes, but Opus can't be copied into an M4A, so it's encoded to AAC, just as MP3 is encoded. Pick whichever your player takes.
How long can the file be?
Up to 4 hours. Only the sound is converted, not the picture, so even a long video is quick.
The sound is noisy or too quiet. Can I fix it?
